Introduction

Global Consensus is an organization dedicated to the development of global sustainability and prosperity for life on Earth. Our vision is to join together concerned people around the globe to establish a consensus for environmental, economic and social sustainability for the long-term health of humanity and all life. Additionally, the Foundation assists in implementing action toward that goal through actions such as research into trouble areas that need immediate attention.

Currently a host of organizations exist which each contribute to the development of a sustainable Earth ecosystem in their own unique way. Unfortunately, there is little consensus or cooperation between these groups, and as a result, their effectiveness and capability to actually effect change is diminished from the ideal. Global Consensus proposes to: 1) link all of these existing organizations using modern computer- and communications technologies, 2) acquire and disseminate relevant information on global-change affairs to the international public, and 3) motivate the general populace and other key individuals to participate in accomplishing positive change.

Global Consensus plans to protect the rights of future generations through enhancing people's and organizations' knowledge about the trends and effects of various scientifically researched facts regarding areas such as over-pollution, over-population, over-fishing the oceans, removal of the rain forests, ineffective farming techniques and other issues vital to the security of all life.

Collectively we possess detailed skills in systems and process planning; technology development and application; and innovative management, education, and training techniques that we will apply to initiate that action. We are confident that a consensus for sustainability can be established and maintained utilizing modern computer networks, information systems, communications technologies, the media, and advanced sociological support mechanisms.

Overview

There is a fundamental shift occurring within the minds of informed people around the Earth which is most characterized by a growing disillusionment with the rhetoric of people who espouse that change must occur, and instead, focuses on concrete action oil the part of concerned citizens. The end objectives of change are already well-defined or are currently in the process of being defined by individuals skilled in that process (including ecological sustainability, greater human understanding, higher quality education for the masses, etc.), unfortunately, few have stepped to the forefront to offer practical steps required to begin affecting this change.

The Founders of Global Consensus believe that the time is ripe for implementing concrete and coordinated action, and we have the initiative to take the first step. Our highly motivated, knowledgeable and skilled personnel are ready to act now, and are requesting assistance with procuring, the seed funding to begin operations.

Operations Plan

Three elements are required for people to initiate coordinated action towards a specific outcome:

I) individual realization must occur that action is necessary; II) an awareness of other like-minded individuals and their plans must be achieved, and III) a link-up must be established between these individuals such that coordinated plans for proceeding can be developed and implemented. Global Consensus will provide parallel Support for all three of these elements as they relate to the development of a sustainable, conscious, and prosperous world system.

Element I: In order for realization to occur, information must be easily available with which to make an informed decision. Currently thousands of non-government organizations (NGOS) exist around the planet promoting awareness of a host of important concerns: however, only a slim few are successful at getting their message out to the people on the street. Global Consensus proposes to provide new and innovative means of 1) collecting information on what the issues are and why they are important, and 2) relaying that information to the general public through a variety of media methodologies. Information will be collected from existing organizations through the use of an all-encompassing research effort that maximizes use of existing data sources. The information will then be stored in a computerized database for rapid organization and retrieval over the Internet. Applications development will begin on a host of innovative educational tools designed to relay the information to the international audience.

Element II: When one arrives at the decision that, indeed, the world and its peoples are currently facing critical challenges, and that the time to act is now, questions then come to mind such as "What can I do?", "Where do I begin?", "Who is doing what, and how can I get involved?". This is the critical point at which assistance must be immediately available to the individual on how to proceed. Currently there does not exist an efficient and well-publicized storehouse of this type of information. What Global Consensus will provide is a clearinghouse of the information collected for Element 1, above, which can be easily and inexpensively accessed by citizens around the world. Individuals can learn what organizations exist, what their projects are, where they are located and how to contact them, who is in charge, what resources are needed or available, and a host of other important information on local, state, national, and international program in which they can immediately begin to participate. Additionally, Global Consensus will take a proactive stance by disseminating this collected information in a variety of media formats to prompt increased levels of action.

Element III: Finally, in order for coordinated action to begin, the parties involved must communicate their thoughts and plans to each other in some efficient way. Generally, this would occur through face-to-face meetings and networking; however, the immensity of the global issues to be addressed require the communications of peoples the world over, and transportation costs are quite prohibitive. Global Consensus will utilize the boom in modern information systems and communications technologies to network together concerned parties such that the requirements for face-to-face meeting will be reduced, and the efficiency of their efforts increased. Once users are linked together, the information flowing through these interactive forums can be monitored by any and all, stored, retrieved, searched, organized in unlimited formats, and otherwise fashioned to produce maximum effect.

Implementation Plan

The following is a list of resources and activities being performed to expand operations of Global Consensus:

Operational Headquarters and Staff - The focus of Global Consensus activities in the short-term are leading to establishment of Foundation operational headquarters in a Houston-metropolitan-area location. This facility will act as the hub of GC operational activities and will house the administrative staff and resources required to support and maintain the Foundation's endeavors. Office space may be required to house the staff members necessary to conduct initial operations. These staff members and their responsibilities are outlined later.

Communications Capabilities - The critical element providing cohesion and continuity between the Foundation and the myriad of outside parties to be integrated is the state-of-the-art communications capabilities. This system includes all modern forms of interchange such as postal services, telephones, facsimile machines, computer networking technologies and modems. The primary mechanism will be development of a more detailed website that will be used as a collaboration point as well as a dissemination and communication mechanism.

The Quorum - The Quorum is a group of non-funded individuals who provide guidance to make Global Consensus a reality and a success. Their vision and input assist GC in establishing practical outcomes and efficient processes for achieving those outcomes. Invited members of The Quorum will be selected from among the many international personalities who both understand and are aligned with the vision of Global Consensus. They will meet on a regular basis for status updates and the opportunity to advise the full-time Staff of Global Consensus, and will be available to the staff at any time for assistance with operational activities.

Research Activities - Research is planned and any of the foundation's research will be carried out in the public interest. Results of the research (including any patents, copyrights, processes, or formulas) are made available to the public on a nondiscriminatory basis; if the research is performed for the United States or a state, county, or municipal government- or if the research is carried on for one of the IRS authorized purposes. The founders have done enormous research on the problems facing the earth today and various proposed solutions. Large-scale research to compile information oil the global state of affairs will begin by the research staff of the Foundation. Further input will be provided by The Quorum and a wide variety of outside sources, including informed individuals and organizations located internationally. Collection of information will focus on identifying the commonly perceived challenges facing the Earth and its inhabitants, and the rationale for why these difficulties must be addressed immediately. Information on local, state, national, and international programs and their top-level personnel will be collated-, and reports will be obtained or generated on program organizations and resources, projects being pursued, methodologies utilized to achieve primary goals (publications, media events, etc.), and success evaluations. Research will also document the specifics of global planning efforts such as those identified in Agenda 21, World 2000, and other strategic planning outlines generated by international constituents.

Initially the founders will conduct the research on the Internet and through libraries and literature research. As funds are available, other people will be hired to perform field research to determine optimal solutions to catastrophes or urgent problems around the globe. Personal visits to global Hot Spots will be made to interview the local scientists, engineers and managers to catalog the problems and potential solutions. All research will be published and publicly available over the Internet. All research paid for by Global Consensus will be the property of Global Consensus. If researchers work voluntarily, ownership rights will be shared or negotiated prior to the activity. Contacts have been made with key players in the Global environmental movement such as a presentation to the famous Dr. Rashmi Mayur who was the keynote speaker at the world renown Rio conference on environmental sustainability. His view of Global Consensus was favorable and encouraging and he has made himself available for further consultation and collaboration.

Other Activities: It is anticipated that in future years the foundation will conduct various events to promote our mission. Details of these events will not be developed for years until funds become available. It is anticipated that each of the activities will be conducted by foundation personal in conjunction with volunteers and cooperation with as many related organizations as makes sense at the time. These events will take place at the most appropriate location depending the specific activity. It is anticipated the participants will be charged a nominal fee to help defray the costs of operations. Representation and participation by Global Consensus in local, national, and international events will establish and maintain personal contacts, a strong presence and feedback of timely and accurate information regarding the most pressing issues.

Global Consensus plans to eventually contribute to existing educational and research institutions. In the long-term future, through the above methods Global Consensus is organized and operated for purposes that are beneficial to the Public Interest including 1) Relief of the poor, the distressed, or the underprivileged; 2) Advancement of knowledge, education and science; 3) Erection of maintenance of monuments and works; 4) Defense of human and civil rights secured by law; and 5) Combating environmental and social deterioration.

Information Processing System - The information collected will require effective management through the use of a state-of-the-art information storage and retrieval system. A computer / database / Internet combination will serve as the medium for retrieval of information relevant to activities of the Foundation. The GC Headquarters staff will be networked to the central computing system, and each other, to facilitate the most effective operations. Access to the system will be provided through electronic information transfer technologies to The Quorum, and all parties actively in pursuit of achieving common outcomes. Data will be input via document scanning hardware, character recognition software, and any and all mechanisms designed to streamline that process. Where available, electronic data transfer will be fully utilized directly between information sources and the GC Information Processing System.

Information Dissemination - In order to generate comprehensive transformation of existing paradigms in the general populace, and thereby achieve the ultimate outcomes of the Foundation, the citizens of the globe must be provided with large amounts of appropriately fashioned information with which to form independent opinions. This information may be provided through any and all mediums available, including media publications, video and radio spots, public seminar, the GC Information Processing System, phone banks, etc. International lectures on germane topics will market both the concepts and organization of Global Consensus. They will provide an explanation of action plans, elicit paradigm shifts, motivate action, explain opportunities, and educate the public on the resources available.

Project Development - The staff, consultants and advisors of Global Consensus will recognize opportunities for new and improved projects and organizations with which to effect positive change in existing systems and processes. They will have the opportunity and the mandate to develop these concepts into real operational entities through cooperation with a host of individuals, groups and organizations worldwide as the funding becomes available.
